How did River Oaks develop?
Will C. Hogg, Mike Hogg and Hugh Potter began developing River Oaks in 1923. That year they obtained an option to buy 200 acres around the River Oaks Country Club. They organized Country Club Estates in 1924 to promote the development. It was laid out at the western edge of Houston. According to the city, it operated independently for three years before Houston annexed it.
The developers hired Hare and Hare, landscape architects from Kansas City, to prepare the master plan. J. C. Nichols served as a design consultant. The plan included homesites, a 15-acre elementary school campus, two shopping centers and planted esplanades. It called for underground utilities and no alleys. It limited intersections to three streets. Streets followed curving lines rather than a grid.
Hare and Hare designed Buffalo Bayou Drive, later Allen Parkway, begun in 1925 as a route to downtown. John F. Staub designed the 1926 north entry gates. Staub and Birdsall P. Briscoe designed Bayou Bend, the home of Ima Hogg’s family and a Houston landmark. By the late 1930s, the developers had invested $3 million.
What deed restrictions apply in River Oaks?
The developers used deed restrictions and central community control. A panel of architects and citizens had to approve house designs. Buyers had to pay at least $7,000. A “gentleman’s agreement” excluded Black residents, Jewish residents and other minorities. Commercial traffic was eventually banned.
The City of Houston is not zoned. It helps enforce recorded deed restrictions. The city can sue to stop violations that began after August 1965. Copies of recorded restrictions are available from the Harris County Clerk.
